Adobe After Effects can do something similar using the CC Particle Systems II and Particle Playground effects.

I'll preface this link by saying I have absolutely no idea how to use After Effects, but here's a quick project with a similar effect.

Basically I just created a particle system and started playing around with settings, but hopefully it'll be enough to get you started on the right path!
