Sony Vegas is a film editing program.  How do you expect to create particle systems with a film editing program?

You need After Effects or some other program which can use particles.  Or I suppose you could just create a ton of particles in Vegas using masks and solids then animate them all with keyframing and pan/crop?

Or find a prerendered video with the effect you wanted and composite that in.
