Sony Vegas is a film editing program.  It's not designed to create particle systems like After Effects is, the kind of effects that are in those tutotorials.

What many film makers will do, bra productions included, is create film first in Vegas. Then they'll add the effects they want in After Effects.  Finally bring the film back into Sony Vegas for sound addition and final editing.  This is because sound and editing are things Sony Vegas does well, while effects creation is what After Effects is for.
